Abstract

The chain of custody is a fundamental requirement for the validity of forensic evidence in criminal proceedings, demanding integrity, traceability, and auditability throughout the lifecycle of evidentiary materials. Despite the normative consolidation established by Law No. 13,964/2019 in Brazil, regional forensic units continue to face operational challenges due to informational fragmentation, reliance on manual controls, and the limited adaptability of centralized institutional systems. This article analyzes the design, development, and implementation of the CustódIA Forense system in a regional criminalistics unit, aiming to assess its impact on information governance, operational traceability, and the management of final evidence disposition. The study adopts an applied research approach grounded in action research and Design Science in Information Systems, encompassing organizational diagnosis, iterative system development, and evaluation in a real operational environment. The results demonstrate improvements in traceability, record standardization, auditability, and workflow efficiency, including the auxiliary use of automation and Natural Language Processing techniques to assist in the organization of public judicial decisions, while preserving human validation. The findings indicate that locally oriented informatization can effectively bridge the gap between legal requirements and operational practice in regional forensic contexts.

  • Ricardo Romão dos Santos, Polícia Civil de Minas Gerais

    Police forensic examiner at the Civil Police of Minas Gerais, instructor in the Criminal Expert Police Training Course, Mechanical Engineer from the Federal University of Minas Gerais (UFMG), specialist in Industrial Project Engineering (PUC Minas), and Electronics Technician (UFMG). Master’s candidate in Materials Engineering (UFOP), with complementary training in Systems Analysis from DCC/UFMG. Has over 20 years of experience in technology, development, and DevOps, working in innovation, automation, project management, and technical-scientific support for forensic activities.

  • Ana Beatriz Santos Oliveira, Polícia Civil de Minas Gerais

    Computer Engineering student at the Federal University of Itajubá, with experience in the management and execution of engineering projects, including participation in a motorsports initiative and involvement in the administration of the program’s Academic Center. Currently an intern at the Civil Police of Minas Gerais (Itabira), providing support for digital forensics activities and mobile device unlocking, applying technical computing foundations to real investigative demands. Demonstrates training oriented toward the integration of engineering and technology, with emphasis on complex problem-solving, process organization, and professional responsibility in the handling of data and digital evidence.

  • Nicole Lopes Ferreira, Polícia Civil de Minas Gerais

    Biomedical scientist graduated from Centro Universitário UNA in December 2025. I work as an Administrative Assistant at the Regional Technical Section of Criminalistics (STRC) of the Civil Police in Itabira, where I provide technical and operational support to forensic activities. At the same time, I am currently in the 5th semester of a Pharmacy degree at Centro Universitário UNA (Itabira) and enrolled in two postgraduate programs at Instituto Líbano: Clinical and Toxicological Analyses, and Criminal Law and Criminal Procedure. My goal is to consolidate a multidisciplinary background that integrates the scientific rigor of the health sciences with the legal foundation required for qualified practice in the criminalistics system.

  • Gabriella Galliac Santos, Polícia Civil de Minas Gerais

    Geologist and M.Sc. in Regional Geology from the Federal University of Minas Gerais, Forensic Expert affiliated with the Regional Technical Section of Criminalistics in Itabira (MG), with experience in multiple areas of forensic science, including crime scene examination, digital forensics, forensic toxicology and biology, environmental forensics, forensic audio, video and phonetics, forensic ballistics, merchandise examination, and metallographic analyses applied to vehicles and firearms.

    Develops research focused on the organization and analysis of forensic data, chain of custody, and integration between institutional systems and operational routines of criminalistics, as well as in forensic biology and toxicology, crime scene investigation, and environmental forensics. Also works with remote sensing, photogrammetry applied to aerial surveys using drones, and LiDAR technology in forensic contexts, in addition to collaborating in the development of digital tools for evidence management.

    Maintains academic production oriented toward the interface between forensic science, geosciences, and technological innovation, with emphasis on the reliability of forensic evidence, methodological standardization, and the improvement of forensic processes.

  • Fernanda Nerys Mota, Polícia Civil de Minas Gerais

    Pharmacy student at Centro Universitário UNA, with internship experience at the State Health Department of Itabira and currently at the Regional Technical Section of Criminalistics in Itabira. Provides support for technical-scientific and managerial routines related to forensic activities, with particular interest in laboratory analyses focused on biology and forensic toxicology.

    Her training is oriented toward the integration of pharmaceutical sciences and forensic investigation, with emphasis on technical rigor, process organization, responsible handling of sensitive information, and understanding the role of scientific evidence within the justice system.
